No. You can create an account and claim your listing for free. You'll only be asked for payment when you choose to upgrade to a Starter or Tour plan.
Plans are billed annually. You can cancel at any time, and your plan will remain active through the end of your billing period. No lock-in beyond the year you've paid for.
